It has been a hectic couple of weeks since the SWC Convention, but I wanted to give the membership an update concerning  the activities and discussions at the SWC meetings.

First, I was in my riding suit, helmet on, Patti had the car loaded and was pulling out of the driveway since at the end of the convention I was going for a week’s motorcycling with a buddy. When I turned the ignition key on, it went “Click.” Good thing it was under warranty. It did delay our departure for Prescott, but thank you Lord, I was still in the garage, not on the road somewhere. Got the replacement battery and we left for Prescott around 1500 with 106 degrees in the air. Passed through Phoenix at 110 degrees and landed at the Prescott Resort at 1930, rather than the 1430 we had originally planned. After checking in, we were able to visit the Hospitality Room-Granite Mountain Room, on the main floor, partially register and purchased some raffle tickets. I also learned about the day of meetings that were in store for Friday. I needed to be back in the Granite Mountain Room at 0800 to complete my registration and obtain a schedule for convention events. Friday morning Patti accompanied me to the Granite Mountain Room with our chapter memorabilia to set up a table to greet people and possibly sell our wares. The first meeting of the day was the Membership Meeting, Verde Room, which allowed all those in attendance to gather. SWC Chairman, Guy O’Connor presided and opened the meeting leading us in the Pledge Allegiance. Our International President, Bob Flanagan and our International Secretary, Jack Kaylor, were able to attend the SWC Convention. Guy welcomed everyone and gave an overview of the the convention. Wednesday had been Registration and Hospitality Room, no formal convention activities. Thursday had been more Registration, Hospitality Room and Self Guided Rides day, no formal convention activities. It would be a full day Friday, starting with the Membership Meeting, 0900-1200, a break for lunch, the Safety Meeting, 1300-1500, and then the President’s Meeting, 1500-1700. After that introduction, he asked that each President, or Chapter Representative, come to the mic, introduce our selves and talk about what our chapter has done over the past year. When it was my turn, they started with Arizona chapters, I talked about our chapter breakfast and dinner rides and the recruiting pamphlets that we have distributed to local and Federal law enforcement establishments. I was then able to talk about our up to date, inter-active website that our Webmaster and Secretary/Treasurer, Ron Friend, was able to set up with the assistance, guidance and instruction, from a fellow LEO, at a substantial savings in comparison to on-going technical support organizations. I was also able to discuss our exceptional online voting, which allowed all members the opportunity to vote from a computer, rather than having to appear at a particular place at a particular time. We have had inquiries from the SWC Board about the procedures and International has great interest in developing voting procedures similar to ours. The online voting saved our chapter considerable time and funds. Likewise it would save the SWC and International considerable funds and time, in addition to more efficient process. When I concluded, Jack Aarsvold, SWC Secretary, AZVI Secretary, told everyone at the meeting that if they hadn’t visited our website, they should take a look, as he felt it was one of the best he has seen in the Blue Knights organization. Rich and Debbie Fancher, Bill and Jacqueline Daily, Mike Martin, from Sacramento, Patti and I had lunch in Bucky’s Cafe in the casino. Then Patti went back to selling items and I attended the Safety Meeting in the same room. One of the principles the Blue Knights were established on were was promoting motorcycle safety. We all need to to remember some basic safety issues when motorcycling. Being a retired TPD Motor Officer, Motors Instructor and 20 year Motorcycle Safety Foundation Instructor, retired, I can attest to the importance of checking our riding equipment and riding gear. A quick review of the agenda includes checking tires, wheels, cables, bolts, screws, fasteners, lights, signals, horn and fluids, to include fuel. They emphasized the importance of riding gear, helmets, long pants, long sleeves, gloves, eye protection and over the ankle boots. I would encourage armored pants and jacket, ventilated for summer riding. Then it was onto the President’s Meeting, so all Chapter Presidents and Proxies were present along with the SWC Chairman and Asst. SWC West-Glenn Carpenter. The International President, Bob Flanagan, was present. First the welcome and the assurance that the SWC was there to assist the conference chapters. Chapter Procedures were discussed, which included Elections, Arrest(s), Disciplinary Actions/Suspensions/Appeals, and Chapter Fund expenditures. The discussion of elections procedures was an important issue and I was asked about a little more detail concerning our innovative online voting. There were several chapters that had disciplinary problems during the past year. A Colorado chapter lost its charter, because it failed to comply with International Bylaws and failed to discipline a member. Several chapters had to discipline chapter officers for unauthorized expenditure of chapter funds. It was stressed that chapter procedures need to be in place to handle such disciplinary situations. It was also emphasized that inappropriate behavior of members should be directly dealt with and if necessary they should be suspended until all complaints and appeals have been adjudicated, especially if they are officers of the chapter. Next on the agenda was discussion of Recruitment techniques. Our recruitment posters were discussed and everyone really enjoyed the humorous one. The SWC has a DVD available for chapters and International offers $500 to the Conferences to be dispersed to chapters for recruitment. I had applied to the SWC for a portion of the International Grant money for our website and posters. A little more detailed discussion developed concerning websites, elections and PayPal for registrations and chapter stores. Again our chapter was discussed as being in the forefront concerning our up to date website, online voting, and online chapter memorabilia ordering procedures. I was proud of that fact and our chapter’s progressive, innovative foresight. I sold a couple of things between meetings, but in all Patti sold the majority of the $440 of chapter merchandise that was sold. I took Patti to dinner at the Red Lobster that evening. Saturday was an open day and Patti and I had a spirited ride to Jerome. We walked around there to see the town and had a nice lunch at the “Mile High Cafe.” On the way back to Prescott we rode through the Granite Dells on several side roads, besides the main road. Saturday concluded with the Banquet. Guy O’Connor was the MC and the DPS Chaplin gave the prayer before dinner. We had a chapter table and the food was really good. It was Rich Fancher’s birthday and it couldn’t have worked out better. Rich was on the phone, as his son had called to wish him a Happy Birthday and Rich got called as the winner of the 50/50 drawing for $150. Patti and I won some small raffle prizes and the evening concluded with some great conversation.

Sunday morning I headed toward Gallop, NM to meet my riding buddy for the ride on to Red River, NM, the Enchanted Circle and the Vietnam War Memorial in Angel Fire.

The 2011 Southwest Conference will take place on June 15, 2011 through June 19, 2011 in Prescott, AZ.  I have attached the registration flyer and hotel information.  Please note that the registration cost rises as the time nears the conference.  It behooves everyone to register early.
The hotel is not a large hotel. Rooms are limited and I’d advise you to register early there too.  It has been recently renovated and well worth your effort.  We look forward to seeing every one’s smiling faces.

Deb and I traveled by car as her two leg operations would not allow her to ride. We decided to make a tour out of the trip so we first went to Sedona for a week. It was beautiful as usual. We encountered some Monsoon weather but mostly the weather was great. Deb couldn’t walk a lot but we did our best to do the shopping circuit, amazing how shopping made her leg feel better, if only for that time. We did the restaurant rounds, going to some old favorites and a few new ones. We did a jeep tour which stopped about half way to allow us to walk around the rocks, look in a deep pit at a large rattler sunning itself and to allow me to impress the group with my prowess at rock climbing, as I proceeded to fall off the rock I was on, bounce off several more and land on my camera.

Nothing broken thank goodness, bruises, scrapes and week long aches. Worst thing was my totaled camera and remembering I promised Ron I would take pictures at the WCC/SWC. Luckily for him (or me) Deb had her camera though she was loath to let me touch it. This trip we decided to take the Verde Valley Rail Tour. The trip was about four hours, lots of scenery and narration of history, it included a light lunch. This might not be for everyone, but if you like trains and off the road scenery it was a fun ride.

We ventured from Sedona to Moab, via Kayenta and Mexican Hat on the 22nd. During that time we   toured the parks, shopped and tried more restaurants. On other visits we had said we would take the river boat but hadn’t, so this time we did. We did the evening trip which included a chuck wagon diner. The food was spicy but great. The trip is on a large pontoon type boat with chair type seating, this was right at dark. They light up the canyon walls and the guide does a narrative with funny stories and history of the canyon and the Moab area, we enjoyed this very much. We also toured up hwy 128 toward Castle Valley, it is a road which follows the river and for 15 miles or so is enclosed by the cliff wall. This opens into a large valley which is famous for all the motion pictures made there. If you are a movie buff, especially western movies you may recognize many of the rock formations and the valley area along the river.  There are some nice places to stay here, the first (and most interesting) is the Red Cliff Lodge, it has expanded and includes a lodge and restaurant, many nice cabins, wine tasting and a movie museum which includes all the movies made the Moab area.

As you face the place from the road you will see a flag pole, this is the original flag pole from the John Wayne movie “Rio Grande” and is the only vestige of the fort remaining. “Rio Grande” took place in the area around the Rio Grande river but was filmed on the Colorado River. A bit farther up the road is the turn off to Castle Rock, a quaint community of small farms and homes and of course Castle Rock, John Wayne’s favorite rock. When we left Moab we went via hwy 128, which follows the Colorado River about ¾’s of the way to Hwy 70, a beautiful drive and a great M/C road.

We arrived in Grand Junction, CO. a day early and some Blue Knight’s had already arrived. The next day most of the group came in so we spent most of the day at the hotel meeting arrivals and talking to old friends. The hotel was very nice, it had a good restaurant and bar and the rooms were well appointed. The hotel set up bike parking in the back of the hotel and provided a wash area and towels. The area was fine, restaurants and malls were close by. Each night there was a hospitality room with beer provided and some snacks and a lot of talk. Since we drove we did not do any of the rides but I was told they were on good roads through some very beautiful country. The ride to the Colorado National Monument seemed to be the favorite.

We met up with Bill Calkins, Harry Barden and Ray and Chris Gedney and heard their adventures, and we all sat together at the Banquet.

We journeyed home via Sandy Utah to pick up our grandson for a two week visit. We stayed in Kanab where a very angry storm was taking place.

Lightning strikes were heavy, one hit near our hotel, it messed up my GPS unit and set off car alarms. I got up about 4:00 am, stepped over the side of the bed into several inches of water, our end of the hotel flooded from the heavy water runoff, so at 4:00 am they moved us to an upstairs room. We found out the next day the lightning hit a hotel down the road, hospitalizing two people. We took the canyon road south to Hwy 89, then headed home. Great trip, lots to remember.

Four riders and one spouse started out for Grand Junction.  We had quite a lot of rain North of the Salt River Canyon and Al V. decided to spend the night in Show Low.  The rest of us continued on through the rain to Gallup, NM where we spent the night.  We hit rain again on Sat. along the Delores River in Colorado and we got quite profcient putting on our rain gear.  We had a great time at the conference, the rafting trip down the the Colorado River got all of us wet as we were doing battle with the other rafts throwing five gallon buckets of muddy water at each other, Ray was our “Gunner”  We hit a little rain on the way home near Ganado and we made it to Show Low where we spent the night.  Next day we had a short and dry ride home.

The 2010 Southwest Conference has now come and gone and the conference was a great success by all accounts. As my last effort as your 2009/2010 SWC Secretary I am sending out the following: A) 2010 SWC Meeting minutes  B) Chapter Organization Presentation and C) Updated Southwest Conference Procedures.(B & C will be separate posts)

The Presentation was supposed to be given at the Southwest Conference business meeting but as the meeting ran too long we decided to omit the presentation in the interest of time. The presentation is attached for each chapter to review and use what may work. It is not perfect nor are there any claims that it is…but it is being offered as having worked in other chapters and may be useful to those chapters in need. If nothing is taken from the presentation other than “developing a set of chapter procedures” is definitely beneficial to each chapter than we, as the executive board, will be ecstatic. Chapter procedures will cut down on politics, personalities and a lot of potential problems. Everyone will know who does what, who has authority to do what, what procedures will the chapter be following, etc.

1.   Southwest Conference Procedure Change Proposal (submitted by Glenn Carpenter):

History: Prior to Conference Procedures being enacted in 2009, all individuals who wished to run for Conference Election needed to announce their decision on May 1st of the even numbered year to the Conference Executive Committee. When the announcement was required was accidentally omitted during the drafting of the new conference procedures. This proposal is to address that omission.

Change the Southwest Conference Procedures to read (proposal in red):

Section 3.12  Officers: For the purposes of conducting business the officers of the conference shall be the Chairman,  Vice Chairman (East, & West), Secretary,  and Treasurer. A single person may hold the office of the Secretary and Treasurer. Only Regular members of the conference who are currently President of a chapter, or who have previously served in that capacity, may hold the offices of Chairman, Vice Chairman, and Conference Representative. Any regular member may hold the offices of Secretary and Treasurer. Associate and honorary members may not hold any conference offices either by election or appointment.

Those wishing to hold the office of Conference Chairman, Vice Chairman (East or West),  shall notify – in writing (electronically or hardcopy) – the Conference Secretary of their intent; not less than 60 but no more than 90 days prior to the Southwest Conference during even numbered years. The Conference Secretary shall then notify all Conference chapters of those names running for office not less than 45 days prior to the Conference business meeting. A one page “biography” (from each candidate) may be forwarded to each chapter at this time.

Pro’s: This allows chapter Presidents to know to whom will be running for office, query their chapters regarding their vote, and add their informed vote to any proxy. This also offers the opportunity for those wishing to run for office to “campaign” with those chapters affected by their potential election.

Con’s: Potential for negative campaigning; negates ability to “pull nominations off the floor”;

The hotel is not a large hotel. Rooms are limited and I’d advise you to register early there too.  It has been recently renovated and well worth your effort.  We look forward to seeing every one’s smiling faces.
